As Eric stated, he needs to check his standard of English first. Based on his results he did well in English in school. Technically anyone can join CIE who wants to improve their English, but it will be difficult to get EMGS to approve the visa without something to support the fact that he needs to further his English before proceeding with his studies.

For this guy’s case, I would recommend that he sit for the EPT first to see just what level is his English.
