오늘 말레이시아 사립대학 TOP 10 에 들어가는 대학중 하나인 APU (Asia Pacific University)에서 Agent들의 단체 메일을 통해서 신입생들의 입국 허용에 대한 내용을 알려 왔어요.

현재 말레이시아 정부는 여권 내 비자가 부착된 재학생들의 말레이시아 입국은 허용한 상태예요. 하지만, 한국에서 학교 등록 및 비자 신청을 하고, VAL (Visa Approval Letter, 학생비자 허가서)을 받은 신입생들의 입국은 잠정 보류한 상황이예요. 특히, 몇 달전 신입생들의 입국도 허용을 한다고 했다가 이를 다시 취소한적도 있고, 학부모님들이나 학생분들 역시 입국에 민감한지라, 신입생의 입국 허용에 대한 내용을 다루는게 참으로 쉽지 않아요.

따라서, 이번 내용도 APU측의 입장일 뿐이고, 실제 말레이시아 정부 및 유관 기관인 EMGS (교육부), 특히 입국의 절대적인 권한을 가진 말레이시아 이민국 (Immigration)의 공식 발표가 있어야만 명확한 사실로 알 수 있을 것 같아요.

APU의 발표대로라면 신입생들의 말레이시아 입국 방식은 기존 재학생들과 한가지(SEV 획득)를 빼고는 동일해요.

1. eVAL (전자 학생 비자 허가서) 획득

학교에 입국하겠다는 의사표현 이후 허가를 받고, 항공권 확정

2. EMGS에 여행허가서 신청

3. 이민국으로 부터 여행허가서 획득

4. 주한 말레이시아 대사관에서 입국허가서 획득

5. 주한 말레이시아 대사관에서 Single Entry Visa (SEV) 획득

6. 출국, 현지에서 14일간 호텔에서 격리, 호텔 격리 비용은 약 70만원 전후

현재 APU의 발표대로라면 23개국은 여전히 입국이 불가능한데, 한국은 해당 리스트에 포함 되지 않고 있구요.

다만, 조심스럽게도, 이는 APU 내부의 공지사항일 뿐 이예요. 저로서도 믿고 싶기는 하나, 말레이시아 정부의 공식적인 발표가 있어야 명확히 알 수 있다는 점을 다시 한번 강조 드리고, 참고용으로만 봐 주세요.

3. INTERNATIONAL STUDENTS ARRIVAL IN MALAYSIA:

We are pleased to inform you that new International Students are now allowed to travel to Malaysia, with the following approvals and procedures:

1. Obtain e-VAL (Electronic Visa Approval Letter).

2. Submit Travel Authorisation Application via EMGS.

3. Obtain approval of Travel Authorisation by Immigration Department of Malaysia.

4. Obtain Entry Permit from Malaysian Mission / Embassy / Consulate.

5. Apply for Single Entry Visa (SEV) from Malaysian Mission / Embassy / Consulate – where applicable.

6. 14 days mandatory Quarantine on Arrival in Malaysia at designated Hotels. The cost of Quarantine and COVID-19 tests is estimated at RM 2410 (approx. USD 600) for 14 days.

However, the above does not apply to 23 countries for which arrivals are restricted by the Malaysian Government for the time being due to the COVID-19 situation. We hope that this restriction will be relaxed soon – please refer to the list of 23 countries here. Students from these countries are advised to start with e-Orientation and e-Learning as the intake commences. As soon as further relaxations are announced, they will be able to join the semester at our Campus in KL. All International Students who are joining the Sep/Oct 2020 Intake will be given PRIORITY to arrive based on the above guidelines. Please be rest assured that our Student Visa & Arrivals Control Team will be guiding the students during the entire process. As soon as the finalised guidelines are released bythe authorities for new students arrival in Malaysia, we will guide all new students with all necessary preparation for their departure and arrival. We will also continue to assist students with their accommodation arrangements.

We are presently working closely with EMGS to obtain the e-VALs for new students joining the Sep/Oct 2020 Intake.
